BHLUS - Belltown Housing & Land Use Subcommittee

The Belltown Housing and Land Use Subcommittee (BHLUS) as a committee of the the Belltown Community Council, is open to all residents and people who work in Belltown. BHLUS reviews and recommends action on all proposed developments in Belltown. In addition, it develops code amendments, policies and criteria to guide future developments in our neighborhood. All the work is done with a focus on good design and the quality of life unique to Belltown.The Committee has an open meeting the second Monday of every month starting at 6:30pm in the Centennial Building, 2515 Fourth Avenue, second floor lounge.

First started in 2009 we have learned more ways to make this a premier activity at one of the best venues you could ask for, the Olympic Sculpture Park. The template is done and we only need a good group of people to help us execute the plan in 2010. If you like animals, this is the committee for you.


Smooth Jazz ensembles play for the day, nothing like a great Hot Dog for lunch (of course we mean the type that doesn't have legs), and every pet your could think of. This is the place to come and learn about the different breeds to help you make that big decision. Treat your pet to a professional pet message or take a class to learn how to sooth the gentle beast in your best friend.


This activity requires a larger number of volunteers than most of our out-reach activities. Volunteers for this program are necessary to set-up small tents, babysit the pets for a short time, keep the water bowls filled, work the registration tables, Marshal the parade, work with the judges and other critical jobs to make the day a success. Each person's contribution combines to make this a premier event and fun for all. Those who volunteer get a very cool shirt and lots of appreciation from the pets for helping.

Annual Belltown Garden Tour Committee

Arrange intimate tours of unique Belltown gardens

The great success of the 2009 Garden Tour will be used to build a new event for 2010 during the blooming season. The new format will allow more people to visit the beautiful hidden gardens of Belltown so no one is left out. Competition will also be introduced to recognize those gardens that show the love and passion of their gardener's. We will celebrate the Plant Kingdom afterwards with a "High Tea" and party.

If you love gardens, plants, trees, flowers and have a "green thumb" with a bent for organizing and working with others, this is your committee. Their is much to do, but everyone chips in so the work is satisfyi

Safety Committee


The Safety Committee works with many issues and programs to improve the "quality of life" for citizens. As required, direct communications with the Seattle Police Department and the King County Prosecutors Office make up some of our efforts. We also work closely with the state and city legislators to address safety issues in the Belltown neighborhood and Seattle.

This committee addresses topics such as lighting, crime prevention, law enforcement, enforcement legislation, graffiti, drug and alcohol abuse, excess noise, public infrastructure issues (dangerous sidewalks), aggressive panhandling, good neighbor agreements (GNA), public emergency preparedness, 911 education and social alternatives to arrest / release cycles. It is diverse and if you like working on Public Safety issues this is the place to have an impact on these types of topics.

"Friends of Bell Street Park"
The Bell Street Park Project
 - an urban park for Belltown, the first in Seattle

The Bell Street Park Boulevard Plan (BPB) funding has been approved by The City Council through Park Levy Taxes. The Proposal is now a Seattle City Park Project and is engaged in selecting a Design Contractor. Once this selection has been made (Fall of 2009), community out-reach will play an important role in the overall
design of the Park's atmosphere, sustainability, and functionality. For Seattle, this is a unique and groundbreaking approach to urban parks. Construction is expected to begin in 2010 and completed within twelve months from start.

The area for Park development will result from the closing of one lane of traffic along Bell Street in Belltown from 1st - 5th Avenues to a single lane of automobile traffic. This will allow the creation of wider sidewalks and planting areas to provide a green pedestrian way. This new "Park" area will be managed by the Seattle City Parks Department.

As a designated park area it allows for the arrival of a new oversight group, Park Rangers.

It will also allow more focused cleaning and care as provided by the City Parks versus the present Belltown street / sidewalk maintenance.

Another significant improvement is the increased pedestrian lighting over existing lighting conditions on Bell Street and the most likely use of lighting to enhance the park’s artistic quality. The City will contract an artist to provide artwork for this park as an integral part of the Park's design.

The Bell Street Park offers an opportunity for public programming
space previously difficult / unavailable in Belltown. In conjunction with the City Parks programming planners and the Belltown Community Council
there will be a vast amount of styles and types of programming available for the Bell Park Boulevard. (notice we dropped the word "street", after all, it's going to be a Park). The more programming, the better for Belltown's residents, businesses, and workers.

This is the People's Park and it requires Belltown to take a civic stewardship in the design and future management of this special place. More discussions with the City, the Designers, and the Artist will be forthcoming in the Fall and into the winter of 2009 - 2010.

We have come this far due to the hard work of the BHLUS Subcommittee and the Belltown Community Council for their focus and energy to bring this wonderful gift to the Belltown Neighborhood. Now it is up to all of us in Belltown to embrace the Park's future and go forward to take charge of it's success.

Regrade Park Integration Project - 2010
An Opportunity Fund Application by the Belltown Community Council

Regrade Park at the SW corner of 3rd Avenue & Bell Street is the only off-leash park in the Downtown area of Seattle. It directly abuts the south side of the new Bell Street park. Numerous original design issues to the Regrade Park require remediation to ensure a positive integration with the new Bell Street Park. Click here to read the application.

Decisions are not expected until the end of the year and we will have the opportunity to improve our position before final funding decisions are made. Our application is initially rated 21out of 96 applications.
A good showing with potential for success to improve the Regrade Park.

The Belltown Community Council applied for an "Opportunity Fund" Grant of $650,000 to correct design issues and to allow Regrade Park to benefit from the new Bell Street Park design. Lighting improvements, connectivity to the new bioswale, new ADA access, a redesigned Bell Street side fence, and new art pieces are some of the improvements to be made. Central Waterfront Working Group

With future removal of Rt. 99 Viaduct and its replacement with a Tunnel, great changes are on store for the existing highway's property and adjacent Alaskan Way. This is a defining moment for Seattle, Washington State and Belltown. Opportunities exist for new undeveloped land and improved access to a revitalized waterfront.

The Belltown Community Council will work closely with its BHLUS committee and focus on making sure our neighborhood is well heard in this process. Opportunities such as this only come every millennium.
